I'm no artist which is why I like tools that help me to create graphics.
I'm a man of limited artistic talent, so a tool like Virtual Painter
can be real useful when I need a particular type of graphic but lack the skill
to create it.

Virtual Painter is a collection of plug-ins for the
immensely popular and affordable and powerful Jasc Paint Shop Pro. If
you can't afford Photoshop and do a lot of design work, these two tools ought
to cover the majority of your needs at half the price.
For the purposes of this review, I opened up an old photo of
my Dad and applied some of the various graphical effects. Voila! In seconds I
had several artistic variations of the original photo, and I looked like I'd
been studying painting for years!
