Is there a way to kill or "force quit" an application in the BeOS?

Yes. To kill an application (because it has crashed or is otherwise unresponsive), select it's entry in the Deskbar (the dock-like bar which lists all running applications) while holding down Control-Alt-Shift on the right side of the keyboard (use Command-Option-Shift on a Mac).
